The Ministry press release was specifically answering why 20% ethanol-blended fuel (E20) is not priced lower than pure petrol. Because maize-based ethanol is procured at around 72 rupees per litre to support domestic farmers, blending it is currently costlier than crude oil at 70 dollars a barrel. However, ethanol only makes up 20% of the fuel mix, so it isn't what drives total pump prices up. The real reason retail petrol remains high is that central excise duty and state taxes make up a massive portion of the final price at the pump.
