The creator gives a completely accurate read on it. This is standard military contingency planning for worst case scenarios like cyberattacks, not a warning of an imminent blackout for civilians. His advice to skip panic buying and focus on normal financial basics, like holding an emergency fund in a high yield savings account, is solid.
